ST. LUCIE COUNTY PLANNING & ZONING HOLDS EAR WORKSHOP MARCH 18

FORT PIERCE – The St. Lucie County Planning and Zoning Commission will hold a public workshop to discuss updates to the County's Comprehensive Plan on Thursday, March 18 at 6 p.m. in the Commission Chambers on the third floor of the St. Lucie County Administration Building, Roger Poitras Annex, 2300 Virginia Ave.

St. Lucie County is undertaking an update to its Comprehensive Plan to make the plan greener and is seeking input on those changes from the Planning and Zoning Commission/Local Planning Agency. The Comprehensive Plan (officially called “EAR-based Comprehensive Plan Amendments”) provides direction for land development, land preservation and is the basis for zoning regulations.

Residents, business owners and other stakeholders are encouraged to attend and express their views on the proposed changes in the plan. Previous workshops were held by St. Lucie County's Growth Management Department on Feb.8, Feb.15 and March 8.

Those who cannot attend the March 18 workshop are encouraged to send comments in writing through the County's website: www.stlucieco.gov/growth/EAR.htm. Also available on this webpage is a copy of the draft document for download and review.

Last year the Board of County Commissioners adopted the state-required Evaluation and Appraisal Report (EAR) of the St. Lucie Comprehensive Plan that the Florida Department of Community Affairs approved in January 2009. The EAR outlines policy changes including addressing greenhouse gas reduction and green building practices.

The greener Comprehensive Plan parallels the County’s application to become a certified ''Green Local Government'' through the Florida Green Building Coalition. The Comprehensive Plan will support the Greenprint philosophy adopted by the Board of County Commissioners, which outlines the County's vision of a sustainable future.

The St. Lucie County Planning and Zoning Commission has the power to review and recommend to the St. Lucie County Board of County Commissioners, for approval or disapproval, any applications within their area of responsibility.

The Folds of Honor Foundation is a legacy foundation with a mission to provide post-secondary educational scholarships for children and spouses of military service men and women killed or disabled while serving our great country.

The foundation’s primary fundraiser is Patriot Golf Day, which is the largest grassroots golf platform in the country. With the support of the PGA of America and USGA, Patriot Golf Day has generated more than $3 million from more than 3,800 golf courses in just two years.

The 3rd Annual Patriot Golf Day Opening Ceremonies at PGA Golf Club, Port St. Lucie, FL begin with an 8:00 a.m. parade processional up Perfect Drive by the Color Guards from American Legion Post #318, Patrick Air Force Base, and several local Jr. ROTC high school groups. They will be joined by members of the Military Officers Association of America and “American Legion Riders” motorcycle group honoring the MIA, who are among the 13 groups scheduled to appear. Pipe-Major Graeme Massie on bagpipe and the Centennial High School Band will play during the procession. Co-Grand Marshall’s for the parade will be Major Ed Pulido (Executive Director of Folds of Honor) and Brigadier General Richard Vercauteren.

The parade will start at 8:00 a.m. followed by a very special flag raising ceremony, accompanied by volleys of authentic WWII era M-1 rifles. The Avenue D Boys Choir will sing the National Anthem.

The Posting of the Colors will be followed by the invocation from American Legion Chaplain John Hager. Several State and local dignitaries are expected to participate in this event. After the benediction, a “21 Golf Ball Salute” will have two volleys – first by American Legion Veterans and then PGA Golf Club Veterans.

An historic display from the 2009 PGA Championship, the Wanamaker Trophy and the Ryder Cup will be exhibited as well as a Coast Guard Amphibious Vehicle and other items and staff from the National Navy UDT-SEAL Museum (located in Ft. Pierce).

Kevin Compare will conduct a golf shot exhibition. A jet flyover is scheduled for this time period.

The John Shimkonis Memorial Medal Golf Tournament commences at 10:00 a.m. with a shotgun start fired from authentic WWII era M-1 rifles.

The Public Service Commission Nominating Council is re-advertising for vacancies on the Florida Energy and Climate Commission. POSITION DESCRIPTION - FLORIDA ENERGY AND CLIMATE COMMISSIONER
1. Qualifications and Requirements: This is a non-salaried position, with the Commissioner serving on a nine-member collegial body appointed by the Governor (7 appointees), the Commissioner of Agriculture and Consumer Services (1 appointee), and the Chief Financial Officer (1 appointee). Commissioners are appointed for three-year terms and are subject to Senate confirmation. The Commissioner should be competent and knowledgeable in one or more of the following fields: energy, natural resource conservation, economics, engineering, finance, law, transportation and land use, consumer protection, state energy policy, or another field substantially related to the duties and responsibilities of the Commission. The Commissioner must abide by the qualifications and disclosure requirements specified in s. 377.6015, Florida Statutes.
2. Travel and Expenses: Section 377.6015, Florida Statutes, provides that meetings of the Commission may be held in various locations around the state and at the call of the chair. The Commission is required to meet a minimum of six times each year. Members shall serve without compensation but are entitled to reimbursement for per diem and travel expenses.
3. Duties and Responsibilities: This position requires the ability to assimilate, analyze, and act on complex information related to energy- and climate-related policies and programs. The Commissioner must be able to understand, interpret, and act upon highly technical information which is presented to Commission members by staff, interested parties, and the public. Specific duties and responsibilities of the Commission include the following:
-administer various energy- and climate-related financial incentive programs;
-complete an annual assessment of Florida’s Energy and Climate Change Action Plan, and provide specific recommendations to the Governor and the Legislature each year to improve the plan;
-advocate for energy and climate change issues and provide educational outreach and technical assistance in cooperation with the state’s academic institutions;
-administer federal energy programs delegated to the state;
-work cooperatively with other state entities, including the Public Service Commission, the Department of Environmental Protection, and the Florida Energy Systems Consortium, in the development of policies and programs;
-represent Florida in national and regional energy- and climate-related forums; and
-adopt administrative rules as authorized to implement the requirements of s. 377.6015, Florida Statutes.
